RAWA was using an example. He even stated "For Example" in the post. Basically if you're going to make a new area of the cavern it should be self contained (available via the Nexus only, or a linking book in your or another age) and if changes are made by Cyan to the cavern (IE Pie in the Sky) those changes must be reflected in any new fan-created cavern area. Hence the example of the blowing up of Kerath's Arch.

For logistic purposes however, I think Cyan knows that any new cavern area, people are going to want to have the lake or arch in view from the area. So plan accordingly (take a look at some of the maps, try and figure out where you want your structures to be in relation to the pre-existing cyan stuff. Don't put your area on top of where say, K'veer is, on a map etc) and you should be okay. Just do your research and plan ahead. Show Cyan that you've taken the necessary steps to ensure you're not stepping on what they've done, and you'll be fine. You just to need take extra care to not make contradictions, and if something gets contradicted later to reflect that with a change in your area of the cavern.

Since it is an example given by RAWA it should be regarded as "the official word".

If in doubt you could always ask him again, but I am sure he has better things to do than explaining the same thing twice.

True, but they aren't thinking about that because they are worried about people using their textures/images. Like RAWA said, if you can see Kerath's Arch from your new area and Cyan destroys the Arch at some point, you would be responsible for updating your area with a destroyed Arch. So the concern is more about continuity than IP issues.

Correct, but, if they disallow viewing Cyan created areas of the cavern; that precludes the need for fans to use Cyan created textures.
