Yesterday I finally got a new computer. I'm in the process of re-installing everything, but after installing blender, I couldn't figure out how to install python! the website had a bunch of weird file types for the most recent python version, and I don't know how to install it. It's been such a long time since I originally installed blender, they either made it more difficult, or I've forgotten

Blender 2.48a does not work with Python 2.6 or higher so make sure you get Python 2.5.4.

The wiki page Installing PyPRP has a direct link to the correct Python installer (the Windows version that is) and the required libraries. Last week I also installed Blender on a different computer and in the process I have updated the wiki with links to the latest working versions.
