Language Moderators can be a good idea for checking that the translators follow the agreed standards. But standards should be decided among all the translators of a language and possibly similar solutions should be adopted for similar problems among all the languages.

For the forums. I think that one forum section for each language may be a bit too much. Probably just one subsection in this ULP forum section where all the translators can create threads to discuss their problems. Then if it becomes too messy, sections can be added later looking at which languages are "too big" for a common section.
