'Unable to download update file' when trying to run Uru.exe

I am trying a new install of Deep Island using a version of Uru:CC from Steam on an older Win 8 system, using the instructions from this page: viewtopic.php?t=4611
I took a fresh install of Uru:CC, copied it to a folder under C:\Users, and copied the files from the DI Patcher into it. But when I try to run Uru.exe, I get the message 'Unable to download update file'. I am connected to internet that gives me no trouble downloading multi-GB files, and have turned off my firewall settings, but I still get this issue. My system runs Uru:CC and MOUL fine.
Has anyone had this error before?
