Why? Aren't they multi-platform? I thought the MOUL servers ran on Windows?

The MOUL servers do run on Windows (and only on Windows), but Cyan didn't open-source the server code.

MOSS and DirtSand are both community-developed servers, heeding the law that servers should only run on decent operating systems ;)
DirtSand in particular relies on threading and forking code that simply doesn't exist on Windows.
