Does the file exist in your dat folder for Gehn?

I just used the book, and had no trouble as it worked fine for me.

I went and manually looked for that mintaka file copied just that one (yes it was missing) and the linking book in my Relto to Mintaka now works.

In that Application Data folder I have two folders one called

Uru - Gehn Shard

and a second called

Uru - Gehn Shard(2)


The following elf file is from the first the one from the folder without the number (2) this appears to be the most recent.
