Bug Report: Sparklies turned off

Since I didn't see this listed under Known Bugs, I wasn't sure if you were aware all the sparklies were turned off.

Also, there's no access to Phil Henderson's Relto. All I get is a blank page.

Sparklies are disabled until we add better state support to the server.
