Teledahn Bahro Stone Missing?

I went to the end of the tunnel by the Ferry Terminal today to pick up the bonus Teledahn link--the one that also leads to the dock Relto page. The Stone wasn't there. Is it turned off for some reason? Is there some other way I can get my dock page?

Ok, I found it in my hood instance--but just out of curiosity, why is it absent from the main instance?

it's a randomly-appearing tablet, it can take a few visits to find.
