As to the zones having themes: they do, at least in planning. The (I'm going to call it) Green district will most likely contain the most environmental material, the Blue District could be more water-based, and Red District would most likely be the more industrial of the three.
Of course, all of this depends on what kind of zoning we decide to enforce in the end, which is still up in the air.
but if they do have some types of themes it'd be good to note during the signup process.
