Wouldn't a higher location be less prone to flooding than a lower location?

I assume so; since this world is copied from Earth, there should be no appreciable changes in its physics.

But i am not really clear on why you ask about flooding in low places. Gestoypahts City WAS built up higher for that reason: To get away from the flooding; it is just that some people (only a handful) prefer to stay in the OldTown -- sort of like New Orleans. To get to higher ground is why you see the high wall behind the OldTown.

Is this what you were talking about?
