There is no way to uninstall the Offline KI besides a complete re-install or starting froma clean backup. It replaces a bunch of Cyan files which can't be undone.

That said, all of this sounds like the issue Dustin mentioned above:
you are using Vista/Win7 with Uru installed in Program Files (which Vista/Win7 mishandles).
Could you please check that? If you are using Win >= Vista, please move the Uru directory to your user folder ("Saved Games", "Desktop", whatever), change the Drizzle path, re-install all UAM items, re-convert all ages and re-export your age to the new folder?

I am using Windows XP.

Fortunately I backed up the whole thing onto my external drive that I have stored in a secured place, and copied everything over, then I updated Offline KI and URU runs ok, and links are in the Nexus.

What a mission that was.

Though Drizzle says that V3 of the offline KI is installed, which it isn't cause I copied all old files back.
I tried downgrading offline KI to 3.0 then upgraded it to 3.1 in hopes that would fix the solution, it didn't, so now that I have the old files back, and offline KI updated to 3.1, drizzle must be holding reference to offline KI 3.0 being installed somewhere within itself.

At the end of today, after much headache, everything appears to be ok.

No time though this weekend to work on the Shell, ces la vie

Great to see you got it working :)

Drizzle does not actually store the version installed, that green check in the UAM just meens that the version was downloaded to your local cache (in the "agearchives" folder). So if the last thing with the regard to the Offline KI was hitting "Install" while version 3.1 was selected, then version 3.1 is installed. You can also check that ingame with the "/info" command.

The new "Version?" button will detect what is actually installed, regardless of what archives have been installed, by the way.
