I take it you're using that pic as a alpha blend for your clouds in the texture. There's going to be a problem with doing that and seeing through it to your spire. Anywhere that the pic is white, it will make your material/texture opque.
What you can do, is take your image that you are using your your clouds, and load it up into a paintshop program like GIMP.
Create a transparent background for it, then select the foreground layer that is your clouds. In the Layer controls, in GIMP you have a slider that controls how tranceparent you want your layer to be. Use it to make your clouds semi transparent, and then save the image as a PNG file.
Then, UV Map your plane with this image. Make sure you use the UseAlpha and Alpha buttons in the Textures lab. That should make your cloud plane look transparent enough so that you don't have the problem like you see in the pic
