I don't quite understand, I have found that if scaling one UV texture with a single material, it changes UV co-ordinates with same scaling for the other textures under the same material, but thats not what I'm after, I want to use different scaling for each texture under the material.
Better to have loved and lost than never to have loved at all

Ok, using a separate UV layer works like this:
In the mesh panel, click "new", and type in a name for the new layer. In this case UVTex2. Press both the buttons next to that layer. Now when you edit the object in UV edit mode, you'll be changing that UV layer. To change which UV layer UV edit mode affects, press the buttons next to the other layer. Each UV layer can use different images for reference.

When you set up your material, each layer will have different "map to" settings. Type in the name of the UV layer containing the coordinates (you call it "scaling") you want to use for that image in the UV: box as shown.

That was what I was missing, thanks Nadnerb, I now just got the ground texture to not scale, and then it'll be time to try out multiple blends in one material

I'll see what happens when I reopen the texture

edit: it didn't change, I need a break from figuring out stenciling

I know what happened, Blender was being silly again, despite what its preview pane said, so I deleted the UV layer, and created a new one again, and Blender was happy with that as it exported.

Next I uses a second blend gray scale picture (.png for these maps), and followed the same steps that Nadneb suggested, and now I present an example of multiple stencils on a single material.

This was just a test Age, and I don't really care if seams are visible when the textures are tiled.
