Volumetric lighting?

How did Cyan achieve the volumetric lighting I see all over the main cavern? I know this can be done with plans, but it doesn't look like that is how cyan did it. Is there a way to use the halo effect and have it work in uru? I'm talking about the halo that all the lights have around them.

The halo is made with sprites.
and it is described in the wiki.
