Vis Regions & Multi-Player Environments

I've been scratching my head over this for a few weeks, so I thought I'd try asking the people that know these things. What happens in a multi-player environment with multiple Vis Regions? One of the many things I dislike about Second Life is the constant Vis Regions popping in and out everywhere. I've noticed very slight Vis Regions popping in and out while running through the City on Cyan's server, but I think I only notice them because I'm studying and looking for them.

If the point of Vis Regions is to improve performance by only rendering the area the player is in, is that effect nullified if there are players all over the age?

No, vis regions are only applied locally. You should probably not use them until your age starts to lag noticeably, by the way. The engine is pretty good about figuring out what to draw and what not to draw by itself.

I hope that answers the question--I'm not familiar with vis regions in SL (despite having written some LSL).
