I tried to register to the COBBS forum months ago. Never heard a peep.
Then today this comes in:

I wonder what the secret requirements are? Or maybe this is automated after a certain time has passed without action from the administrator.

It's just not you Chacal, I got the same message yesterday. The only requirement I thought was being human and not a Bot.
