I remember a similar tool being used at "Camp Hyrule" (an old Nintendo event sanctioned by Nintendo of America) for some of their "Campfire Chats."

What would happen is, people would ask one question upon entering, and no one else can talk except the moderator and the person being a guest at the chat.

The chat would have a "system" in which it would look for frequency words (ignoring words like "the", "and" and other conjunctions). So, for example, if someone wants to ask someone a question, and there are certain words that appeared most often, the Moderator would merely look for whomever seems to have a good sense of speaking, opens them up to talk, they ask their question, and then they can't talk till the person responds.

Interesting system, but yeah having some kind of filter to keep static down would be nice =P
