I agree. Creating the layout for the Age, thinking about where to put elevators, doors, secret passages and stuff is my preferred part of building. However, keeping it small is a good idea too as it's more manageable. In any case, don't be over-ambitious.
Modeling details is really rewarding too, but it involves much more knowledge of the engine.

Oh yeah. It's not doable without very experienced coders, and a good bunch of artists to output a lot of assets for people to use.
