If Cyan gives us content creation plugins, they will only give us tools for MORE, because once we have MORE, Cyan won't see the point of anyone continuing to develop for PotS.

Therefore: Cyan giving us their tools will not pose a threat to their intellectual property, because they were not designed to change existing content, and are not capable of doing so. The most likely reason for the delay would be the extraction of specially licensed 3rd party code such as the PhysX API, which they would not be legally permitted to release with their tool source, and the fact that the tools won't be terribly useful without a testing platform. (No MORE servers are running, how do you plan to run your ages?)

Is Cyan required to strip out the PhysX code? I can go and register on the PhysX dev site and get their SDK with full code for free. Since the plugin itself isn't a commercial project, how does that reflect on the legality of the PhysX code?

It might be illegal now that Nvidia bought out Ageia a while back?

And Nvidia now is putting out special drivers that enable physix on their cards.

There's a neat assumption here that what they are removing is the PhysX stuff. When it could be something completely different. Cyan are hardly forthcoming when it comes to information with regards to themselves.

It could be they have just put this job on the back shelf for now and they don't even know themselves if there is anything to remove.

We are well into the field of random speculation. It is a muddy mine field and we have lost sight of the edges and Cyan are the only ones that know where those mines are hidden. :(
