Unfortunately, Live Messenger will only allow one person to be on at a time. I think it's a good start for now since something better will take time to set up, but I think that some kind of chat room setup would allow multiple "experts" to be on at the same time to answer questions. Does anyone know a software that would be good for this? Is this something we could make a feature of the website? Is this a terrible idea?

Live Messenger does allow you to invite others from your Contacts list and therefore get a group chat going - so it's not strictly only one to one. And if the 'experts' were all in communication on LM anyway, a group discussion could be organised anytime, ad hoc.
Failing that, there's the tried and tested Teamspeak which would allow for voice comms too if required.
I think though that anything involving something which is more formal and involves group discussion (i.e. a chat room facility) is really a matter for the Council and needs some thought and organisation before rolling it out. I'm more than happy to assist on a personal basis though.
