The music industry have ranted for years about copyright theft but have no issue with cover versions.
Because legal covers require permission from the holder of the publishing rights, and they're almost always granted. Companies like the Harry Fox Agency makes billions just processing mechanical license request forms for existing songs. Making a legal cover isn't hard.
