I found an old thread on the UBI forums from April 20 2004 posted by LiquorCooChee who apparently got the wall working in the single player version. I managed to get a copy of the three list of files needed before the links to them died. Knowing no where near what I need, I don't know what this will do to Uru CC. I thought you guys might be interested, maybe you could add it to the offline KI somewhere down the line.
here is what I saved from the thread over on the UBI forums

Ok, this modificatin is not for the faint of heart, It requires a lot of work, but the reward in the end will pay off.
1st. Copy the following .sdl files from URULive into both the DAT folder And the Root directory in XP-1.
ALL OF THESE 
You must copy them into the root directory also, because with "live files" the path to the .dat folder is not in the .prp files!
2nd. Update those checksums!
3rd. The following is the easiest way to be sure all of the needed "live" .ogg files are copied to XP-1. Copy all .ogg files from "live" into the .sfx directory in XP-1
Now delete the streaming cache folder in XP-1, this forces URU to Uncompress all the sound files again.
4th. Copy the following file from "live" to XP-1, grsnClimb.sdl
5th. Modify the following variables in the Garrison.sdl file.
VAR BYTE grsnClimbingWallEnabled[1] DEFAULT=1
VAR BOOL grsnWallInfoJournalVis[1] DEFAULT=1
When modifying the .sdl file make the change to the very last version# in the file.
6th. Take the following Python files from "live" and overwrite the ones from XP-1, now recompile them and recreate the Python.Pak file.
These PYTHON files 
Congratulations, you now have a working wall in XP-1!
CYAN did a really nifty job of making sure the wall wouldnt work in XP-1.
I had 3 nights of staying up all night, over 100 URU Crashes and lots of headaches to get this working.
