I don't think there is any sort of official link...

essentially, you email Cyan legal, say "o hai. I can haz FCAL? kthxbai" and either get an email back with a license, or get no response...

Essentially Paradox is correct. Just email Cyan Legal. Something like "Request for FCAL for" and your age name in the email's title. Describe your age, if it's D'ni, or explorer written, (as far as the story for it goes) and and any details about the story of the age (if there is one). Also if you are using any Cyan textures for it that are not cavern textures (IE Textures that are found in cavern locations such as the (City, kveer, great zero, bevin, kirel, descent or E'rcana or any of the pubs) you should put in the request for each of these textures in the email, the name of the texture and which age you got it from.

That's all there is to it. Ages that have almost nothing to do with D'ni and no Cyan stuff in them won't take as long as those that do. Though it will probably still take forever. I think, if i recall correctly, the legal team over there only goes through FCAL requests once per quarter year. So you may have to request one more than once. If you don't hear anything back within three-four months try again.

Just out of curiosity, what were Cyan's FCAL expectations during the RAD contests?
If I had a signature, this is where it would be...

I don't think Cyan answers FCAL requests anymore. I sent mine of about 9 or 10 months ago now, never heard back.

I got tired of waiting and just started releasing as I had stuff ready.

I think only a small percentage of Ages released have an FCAL. There was a higher percentage in 2005 I think, but nowadays, not much.
