The role of the GoW consist of both creating the tools/procedures needed to make Ages and producing those Ages. The first part is very much OOC, and IC it would be closer to the Guilds of Ink Markers / Book Makers anyway, rather than that of the Writers. And even the content creation part is so focused on the OOC technical side of creation that it is hard to have an IC facade. On top of this we don't know much about the actual IC creation of Books.. (both the Writing and the physical creation of the Books & Ink) which doesn't help us either..
I'm afraid if we want to have an IC presence we will have to totally abstract the actual OOC creation details.
In particular covering Ages under development from an IC perspective is problematic.
With the DRC stories it was easy for Cyan to draw a parallel between the the IC restoration and OOC creation, and that was both useful and fun. We can't really do that with explorer-written Ages because we know next to nothing about the Art... The only people who maintain the most succesful IC presence are people like Tweek who are actually restoring Ages rather than writing them. That doesn't mean that it can't be done, but it's much more difficult. (Giles over at Garternay.com has done some of that; but I haven't followed his blog enough to comment)
Covering already released Ages is definitely easier, and again an IC site would probably be a good starting point. It could catalog released explorer-written Ages; but explorer-restored Ages wouldn't really fall under the responsability of an IC GoW.
