Regarding the admin thingy: It's really not necessary to add an admin age. The "natural" way to administrate a Shard uses the Vault Manager, a tool developed by Cyan that also works on Alcugs Shards. It gives direct access to the vault's internal tree structure. The imager in that fan nexus could easily be controlled by a new subfolder in the global "System" folder or below the "GlobalInboxFolder" (that is easily accessible via Python). An admin can then add custom images from the disc, add text nodes, and also link to KI images that someone else took. This is the way I already control the global KI messages in your inbox.
On Alcugs, there are some restrictions to that tool (i.e. you can not edit an age state with it), but they do not apply in this case.
I do not know how exactly this worked in MOUL, but seeing they left the vault structure almost the same, I guess it was very similar.
@Egon: No, I suspect it means some writers decided to publish their ages through Whilyam's IC blog. Nobody is forced to use any publication method here. Every further comment would distract from the current topic too much
